Description

This position is responsible for managing the City’s Stormwater Department operations.

Examples of Duties

  • Responds to residents’ complaints about localized flooding.

  • Manages and performs construction duties, including cutting roadside swales, driveway repair, culvert installation, and reforming or modifying drainage structures throughout the city limits and within CRA boundaries.

  • Meets with various residents and business owners to come up with solutions to localized flooding problems; makes certain that the drainage requirements are met to satisfy City Codes and Ordinances.

  • Manages and performs routine maintenance on all City outfalls and follows FDEP permit to straighten meandering ditches from outfall structures to the water’s edge; ensures that all operations and code requirements are met per turtle nesting and other regulatory requirements.

  • Evaluates and maintains City drainage and stormwater control ditches, swales, structures, associated piping and ponds.

  • Assists in completing state and federal reports, including, but not limited to, illicit discharge reporting and MS4 required documentation.

  • Manages crews to make regular inspections of facilities and equipment to ascertain that they are in proper working order.

  • Manages crews that inspect, clean, and perform maintenance on ditches, swales, gutters, culverts, catch basins and other drainage structures to avoid flooding problems and improper water flow.

  • Performs limited surveying and layout work to establish lines, grades, and dimensions for job related work.

  • Responsible for all MOT and all PPE gear that is required on job sites.

  • Responsible for estimating materials and labor for job sites.

  • Responsible for Stormwater inventory.

  • Manages crew that perform pipe laying and drainage structure construction as directed by the Field Operations Manager.

  • Manages crews that perform general carpentry work for various structures and concrete form work.

  • Operates heavy equipment and performs major construction installation and maintenance.

  • Operates light construction equipment, sets up and operates pumps for dewatering, compressors, and generators.

  • Performs grading, asphalt and concrete repairs and patch work on roadways.

  • Trains new employees.

  • Assists in ordering material and equipment for the Stormwater division.

  • Coordinates and helps other departments with their Stormwater related projects.

  • Performs related duties.

Typical Qualifications

MINIMUM QUALIFICATIONS

  • Must have graduated from standard high school, or vocational school; must have at least five (5) years of experience in stormwater. Must possess a Class “B” FDEP (Class A is preferred) stormwater certificate with FW&PCOA certificate in stormwater. Must be able to meet with the public, officials of different companies and municipalities and organizations to settle issues or other conflicts. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Must possess Class B CDL (with air brakes) issued by the State of Florida (Class A CDL is preferred) or you must be able to obtain a CDL within 6 months – the driving record must be acceptable to the City insurance program.

  • The purpose of this position is to manage the city’s stormwater operations. Successful performance contributes to the provision of an efficient, effective, and regulatory compliant stormwater system.

PTO Leave: Leave begins accruing immediately; however, cannot be used until three (3) months of service has been completed: The schedule varies slighter for Fire Fighters.

At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

Spouse Dental Coverage only $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month.
