The FSY HR Administrator is the key contact between FSY, Continuing Education’s executive leadership team, and BYU Human Resource Services. This position will act as an HR business partner with responsibility for the successful execution of all Human Resource functions for the FSY program. This position will navigate through high-volume, complex hiring, training, and ecclesiastical clearance support during the busy FSY season. This position will also review employee relations matters, employee accommodations requests, and other related HR responsibilities in close coordination with BYU’s Employee Relations and Equal Opportunity Office. A key component of this position is to ensure FSY compliance with all university policies and employment laws. This position’s primary responsibility is to act as a strategic partner and facilitator in meeting the organization’s needs and accomplishing its goals by administering the day-to-day human resources function within CE FSY. Also, this position will be assigned other duties related to CE FSY as determined by CE or BYU HR leadership. An essential role for this position is to ensure a culture of professionalism, accountability, employee engagement, trust, respect, and inclusivity within CE FSY.
Essential Functions
- HR Operations
- Manage the recruitment, hiring and onboarding process for the For the Strength of Youth program.
- Manage the CE FSY HR personnel, workflows, processes, and budget.
- Work with BYU HR Consultant and FSY leadership on job postings.
- Provide input throughout the interview/hiring process to hiring managers.
- Interview, hire, supervise, and provide direction, support, and guidance to For the Strength of Youth employees.
- Train assistant managers and project coordinators on managing downline direct-reports and performing employee evaluations.
- Perform and review employee evaluations with input from BYU HR.
- Work with departments to ensure all BYU policies are followed throughout the interviewing and hiring process.
- Submit eForms for hiring, termination, supervisor changes, salary changes resulting from desk audits, etc.
- Maintain updated onboarding/offboarding checklists and processes.
- Identify, recommend, and coordinate periodic position reviews and related job re-leveling when warranted.
- Work with employees to review and update their job descriptions every 3-5 years, and initiate desk audits as needed to ensure employees are leveled correctly with commensurate compensation.
- Provide support for department staff as needed with student hiring, job changes, and terminations.
- Conduct exit interviews with departing employees. Develop retention strategies and monitor employee attrition.
- Manage the separation and retirement process for CE FSY employees in coordination with campus Human Resource Services
- Work with part-time employees to ensure ACA compliance.
- Assist with the maintenance of accurate timecard entries, recording of sick and vacation time, payroll changes, and eForm approvals.
- Respond to employee questions regarding pay, personnel policies, duties, and benefits.
- Conduct student wage analyses to ensure students are paid appropriately and that CE FSY is using their student employees effectively.
- Ensure consistency in CE FSY HR operations with HR best practices, laws, and BYU policy.
- In partnership with CE FSY leadership, communicate to CE FSY staff and manage internal communications (e.g., internal monitors, newsletters, etc.)
- Other duties as assigned (i.e., cell phone management, building committee participation, building updates, department retreats/events, etc.)
- Coordinate timely and accurate contracting, hiring and payment of CE contract employees (in partnership with BYU HR)
- Oversee assistant managers’ and coordinators development, documentation, and maintaining procedures for CE FSY hiring and payroll.
- Develop tools and reports for supporting onboarding, retention, and departure.
- Setup, configure, and maintain CE HR solution for hiring and payroll functionality.
- Review and approve employment application templates before posting to ensure policy and regulatory compliance.
- Manage library of employment contracts, determine proper inclusion of terms and provisions as appropriate.
- Act as a liaison with university and Church functions as needed.
- Monitor, review, and resolve ACA issues, employment class conflicts, supplemental compensation limitations, and other compliance issues.
- Coordinate with program departments, dean’s office, assigned general counsel, and BYU HR in matters of discipline and termination for CE contract employees.
- Serve as CE’s primary HR reference for FSY employees and as liaison with BYU HR functions
- Advise CE Dean’s Office on employment and HR compliance issues within FSY.
- Provide reports to CE Dean’s Office on HR matters.
- Serve as CE’s HR FSY liaison with university faculty relations office, staff employment, student employment, benefits, leaves, employee relations, equal opportunity, accommodations, training, and development, and with assigned BYU HR Consultant.
- Represent CE HR FSY to campus on university committees as assigned (i.e., CHOCC, ACA, and the Background Check Committee).
- Assist with posting full-time administrative and staff jobs for open positions within CE FSY as requested.
- Serve as CE’s FSY PDP coordinator and maintain CE FSY’s supervisory structure in the university’s PDP system and ensure that timelines are met including reporting.
- Refer CE FSY employees to BYU HR for matters outside of CE FSY HR responsibility.
- Contribute to design decisions and maintenance of the CE contract hiring solution
- Participate in design meetings to improve processes and ensure compliance with laws, regulations, policies, involving BYU HR and CE legal counsel’s help as needed.
- Work with assigned Business Analyst to develop training materials for HR solution Create and maintain personnel and payroll reports in HR solution.
- Participate and represent CE in university-wide HR systems projects as assigned.
- Approve security access requests for HR solution.
- Act as the HR data steward for data requests from other CE departments.
- Other duties as assigned by the Associate Director of Finance and Business Services
Education/Experience
Minimum education/experience required:
- Bachelor’s degree in a relevant field, 2 years of experience in a human resource position OR the equivalent combination of education and experience.
Preferred:
- Master’s degree, PHR, SPHR, 10 years of relevant HR experience, and 3 years supervisory experience.
